Quantity Surveyor (QS)

A Quantity Surveyor (QS) is a construction economics professional who manages the financial aspects of a building project: preparing bills of quantities, estimating costs, procuring contractors through competitive tender, valuing work done, and advising on contract administration.

In Indian office fit-out, QS services may be provided by an independent consultant, by the PMC, or by the design-build contractor's internal commercial team. On a fixed-price design-build contract, the QS function is largely internalised — the contractor prepares and owns the BOQ and manages costs internally. For large GCC fit-outs above ₹5 crore in value, independent QS oversight is strongly advisable even in a design-build model.
